My top 3 are Dremel rubber bit, felt wheel with white rouge, and emery cloth.

depends on what im polishing, it may be my hard 6in felt wheels loaded with various rouge, dremel and felt wheels, leather loaded with various micron pastes, to various 1x30 belts from 600-9 micron, to .3 micron lapping film.

I like those rubber Dremel points for de-burring.  They're aggressive but leave a nice finish.  Dremel or larger wheel depends on the size of the piece being polished.  I don't polish as fine as I once did.  It seems like environmental dust and contaminants will eventually knock back a rouge finish to about the same as Tripoli, so I stop there.
