Extended Life for Carbon Fiber Tanks!!
« on: August 22, 2016, 07:56:35 AM »
Hi All,
Looking for a replacement Carbon fiber Tank.  I tripped over a discussion where the life expectancy can be extended another 15 years by simply paying $49.   I was 20 days late to the discussion but I wanted to ask if anyone here knew how to g about doing this?   Whom do we pay the monies too?  Do they need to see the tank...

Thanks Michael :- )

US DOT Allows SCBA Life Extension Past 15 Years

05-08-2014, 05:39 PM

Every year tens of thousands of composite SCBA cylinders get destroyed due to reaching their arbitrary 15 year life. This forces cash strapped fire departments to purchase new SCBA cylinders. Digital Wave Corporation performed testing via a study initiated by the US Navy to determine the validity of the 15 year SCBA life. The results of this testing program showed that SCBA cylinder life can be extended and may even be infinite with tests every 5 years. After a lengthy review of this test study the US DOT issued Digital Wave Corporation Special Permit 15720. SP 15720 allows SCBA life extension past 15 years on US Navy SCBA cylinders. Below is a link to this SP on the DOT web site:

http://phmsa.dot.gov/staticfiles/PHM...2012091418.pdf

A testing program is now being performed on end-of-life composite SCBA cylinders from civilian fire departments across the United States. Preliminary results from these tests agree with the Navy sponsored program, and show that these cylinders will also meet the life extension criteria.

We intend to eliminate the need to purchase new cylinders after 15 years freeing funds for other related safety purchases. If you are interested in more information on life extension, please contact Digital Wave:

This is mighty interesting. I was wondering about the arbitrary expiration date of these tanks, and how "they" came to the conclusion that 15 years was max life.

I just got off the phone with Mark Anderson from Digital Wave Corporation.  The 30 year extension is only good for US Navy SCBAs.  They expect to get approval for civilian (fire department) tanks later this fall.  Even then he is not sure how the process will work.  They do not have the capacity to do the number of tanks expected so are looking into how to make the process available.  As of now, he has no idea about this $49 re-certification that is mentioned in the GTA thread .

FYI - Digital Wave corporation has been issued SP-16320.  This allows for them to now life extend end of life SCBA's.  They are currently providing this service.  If you have an end of life SCBA and are looking to have it life extended, please contact Mr. Ryan Pennock (ryanp@digitalwavecorp.com) for pricing.

For more information on this, see the Digital Wave Corporation web page.  There is a link on their page that gives all the information regarding this new approval.  www.digitalwavecorp.com

Looks like each 5 yr. extension requires another certification by Digital Wave.... if I read it correctly....

I wonder what constitutes a recertification?

I would suspect, that tank design life is MUCH longer than we realize, as long as we treat the tank(s) with respect. While I don't advocate ignoring the expiration dates, nonetheless I still smell lawyer's laments.

I have an Omega compressor. If you're a fellow Guild member, and you pass through Roswell, NM, I'll fill your portable tank as a courtesy.

Yes, per SP-16320 the cylinder will be good through 30 years from the original manufacture date.  So, for example, if you have a vessel that was made in 11/2000 it would have been at end of life in 10/2015.  If you were to life extend that vessel, it would be good through 10/2030.  It would require MAE requalification testing at year 20 and year 25 for continued use.  This is similar to traditional hydrostatic testing at year 5 and 10 for vessels in their original 15 year life.  Yes, Digital Wave would need to provide the requalification testing at year 20 and 25, but the cost is are comparable to traditional hydro.  The life extension price is a bit more expensive as the bottles must have a number of different tests and there will be an additional non-load baring sacrificial fiberglass layer added to the vessel side wall.  The layer is purely to help protect the cylinder beyond the original manufacturer's layer.

This life extension ability granted by the DOT only applies to Carbon Composite vessels.  To determine if your vessel is a candidate(which about all Carbon Vessels are) look for the Special Permit number on the vessel.  Look for either "SP-#####" or "DOT-E-#####" on your vessel.  The numbers(#) will outline the actual SP that that vessel was made to by Luxfer, SCI or Carlton as the primary manufacturers.  There is more information on the Digital Wave web page as to what SP's apply.
