CF tank outer inspection

I recently purchased a used Drager 60 minute tank on eBay.  I noticed the gel coat paint was cracking around the throat of the bottle where the thread insert starts.  This just seems to be the paint and not anything deeper than that.  Should this be a potential issue or would this be normal wear and tear???

The best thing to do to ease your mine (it would use mine!), is to have the bottle re-certified.

I should add something here. One of my fellow air gunners purchased a similar tank last year. The bottle still had five years before re-certification was required, but failed the pressure test.
