It’s an industrial device similar to the Altaros or Air Venturi Booster. You need an air source such as an oil-less shop compressor or in this case a cheap scuba tank.

It is a booster pump. While it does do what the video says it does, you still need a second (parasitic) tank to pump the main tank back up to 300 bar. Once you get back home, one would assume, you refill the parasitic tank with a standard HPA pump. What isn't talked about, is the cost. For what it sells for (≈$400 plus a few extra micro-bore hoses and fittings), you can buy a portable (12 volt) pump like a Nomad. What I want to know... How many over-pressure relief valves did he go though, while making the video?

This brings up another issue, but I'll post another thread for that.

I have an Omega compressor. If you're a fellow Guild member, and you pass through Roswell, NM, I'll fill your portable tank as a courtesy.

Sure made me nervous to see Carl filling up those tanks so fast.

I was almost expecting failure...
